| Comment | Rain is one thing, but when there's precious few public spaces in the first place (I'm talking in and around the city centre) where people can idly sit around / enjoy outdoor hospitality... there's not going to be much of it happening even when the weather's nice.
Need to provide the spaces first. Then you'll see them being used whenever it's appropriate weatherwise. |
