underfloor heating is normally used in combination with a ground source heat pump and shitloads of insulation, which you're obviously not going to have in a flat

it doesn't really suit gas-fired central heating

if you just want a toasty bathroom floor then yes, you could just fit some electrical resistive coils underneath the tiles but it'll be fairly costly to run
