Comment	They're both cops. It's not a good look one in high viz and one not but they're both cops. Police don't patrol with the council wardens (litter police) who you'll see in the town with similar outfits but slightly different colours. Even the special constables in Glasgow look like fully paid up cops with 'g' shoulder numbers instead of the 'sc' they used to have. These two are both cops.
