you can be legally tied in if the tenement is majority HA-owned, but that's not really an issue because HA factors are normally the good guys (as they have a vested interest in the building)
otherwise the arrangement will be in the deeds and the norm for a 100% privately-owned tenement will be that the factor can be changed with a simple majority of flats agreeing
