The Kelvin is a good trout river. You can get permits from Glasgow Angling Centre. It's primarily a fly fishing river, but spinning and bait are allowed (with certain restrictions on bait, e.g. no ledgering or bubble floats).

The Black Cart is a good river and season tickets are only about £60 I think. It also has coarse fish above a certain point, as it flows out of Castle Semple Loch.
