Comment	I think it's 1) old technology 2) people who really don't think about the user 3) intentionally hard to use. Also the IVR when calling is full of loops, same option asked for repeatedly, forced messages repeatedly and different voices. It takes 3 minutes from calling the payment line to actually starting to pay for c tax. I say that's exactly the same.
