Bellahouston Park has the only official one I am aware of. There is also an unofficial one in Glasgow Green near the People's Palace.
Dog parks really aren't a thing in the UK.
If you put the pup in a harness, you can use a long lead as a "trailing line" and let them run like that. If they make a break for freedom, ignore the pup and run to stand on the line.
