I understand covering offensive graffiti however there are little to no legal spaces for people to practise their craft and to create street art. GGC spent [£649,914](https://www.cleaning-matters.co.uk/graffiti-removal-costs-uk) in 2019 (the most out of any UK council) in creating grey squares on walls around the city, covering some genuinely good pieces in the process of squandering this money.

Would the council create legal spaces for people to practise and create street art? Is there a constructive plan or is their intention to simply continue making the city an odd art collection of grey paint splodges? |
