This is the point I'm making, they know the scale of the issue, but at the end of the month on their spreadsheets they've got 90% of jobs complete in time.
This doesn't take into account the many streets and bins overflowing with waste, the services cut back and the idiocy of it all. If somethings not been reported it can't bring their average score down.
