Apologies if this has already been mentioned, but you could suggest that Glasgow implements a ReturnIt scheme. This being a programme that incentivises people to return glass bottles, milk cartons, and other recyclables for money back...usually 5 or 10p depending on the item. I hear that many other countries in the EU have it as does most of North America.
