The colour order is reversed so this looks to be a reference to the original french flag design that was primarily in use from 1790 until 1794, when the modified design by Jacques-Louis David was adopted. It could also be an attempt to mimic the practice of hoisting a ship's ensign upside down to indicate distress, but there's little evidence that this was ever common practice in the French Navy.

So it seems like the person that did this is trying to make some kind of statement about the similarities between the economic and social tensions of today being reminiscent of the early French Republic. Why they've chosen to do this in Bellhouston park is anyone's guess though. Perhaps some of r/glasgow's resident history buffs could help work this one out.
