The legal powers exist for councils to introduce bus franchising since the passage of the Transport (Scotland) Act 2019 :)

I want to have hope things will change now that there's clear UK-wide momentum. The mayor of Greater Manchester is expected to sign off on bus franchising later today, and the recent National Bus Strategy for England is another very welcome scheme that will hopefully work. The era of privatised and deregulated public transport is (albeit slowly) coming to an end, and I couldn't be happier about that.
