no your right. it's not a lot of time, but condider imaging you have 3 kids and 2 adluts in your family, or like most people nowadays work long hours just to make ends meet, that 2 seconds of time is about as precious to them as a weekend is to most others, so while I see where you are coming from, I stil believe it's the council's job to be finding innovations to tackle these issues as some may be happy to wash out a tin like yourself, but not every one would be.

I remeber I worked in O2 call centre back in 2008 and they tried to bring us cardboard (you heard right) boxes to put on our desks to put recycleable stuff into to for the cleaners, pick up. The backlash was immesne, if we have cleaners then it should be their job to do that, It's not in my contract to sort out my own rubbish etc, it firmly died almost as soon as it started, it was cleaners job, but they were complaining they weren't getting paid enough hence the argument.

Reclycling in itself should be giving full-time jobs to sort out the collection and seperation of recyclables. But most companies that deal in it are more interested in making profit than seriouslt talking the issue. If taken seriously then not only would it create jobs but clean up the city, lead to hopefully less bin use if the sumpermarkets also got on bored and a better standard of clenliness throught our society.
