I think it is a downward spiral. The council cut back the bin collections, so public bins and domestic ones occasionally overflowed. This blew around in the wind and created a small amount. Then a minority saw that there was already litter on the ground and thought "fuck it, might as well chuck my crap with the others" and it has gone around in a vicious cycle. Both groups are too blame. There needs to be an effort to clean the area, but also to sort out the council side and attempt to reeducate the litterers.
