They sort-of tried that several years ago by employing 'Litter Police' in the city centre, but then they started capturing and fining people for accidental littering (a reciept falling unknowingly from a pocket as you take your phone out, etc.) and everybody complained, and well, they're no longer a thing. Fuck paying 50 quid for a complete accident.
