I’m sure you know this but I just want to clear something up for people who might not - Council Tax only makes up a small part of the council budget (around 20% I think) but it’s the only way they have of raising direct funds. Capital Grants from the government make up the bulk of council funding which have been getting steadily smaller for years meaning the reserves which they had have been mostly used.
GCC have (many) problems, but the funding issue largely rests on Holyrood - this is an issue where hassling your MSP is probably more beneficial than your councillors. |
