If you've just moved in. i.e. less than 7 days:

> The Tenant has a period of 7 days from the start date of the tenancy (set out above in the start date of the tenancy) to ensure that the Inventory and Record of Condition is correct and either

> 1) to tell the Landlord of any discrepancies in writing, after which the Inventory and Record of Condition will be amended as appropriate

> 2) to take no action and, after the 7-day period has expired, the Tenant shall be deemed to be fully satisfied with the terms.

Get it to the agent in writing that the keys are not fit for purpose and that you need either keys that work or a new lock.

Keys are like photocopies - they get worse and worse unless you make copies from the originals.

(If you've got nice neighbours who have working keys, you could get a copy of theirs, but you rally shouldn't need to do that.)
