I mean, the finder gets a receipt that is copied in triplicate with carbon paper, a copy stays in a ledger book that can't be tampered with and one goes with the property to the custodiers at lost and found but you stick to this made up scenario in your head where stuffs getting nicked despite all the checks and balances.

If the owner has reported it lost the custodiers then match up their loss report with the found report and reunite the owner with the property.

If the owner doesn't claim within 2 months the finder has a month to go back and take ownership. If the finder doesn't then it goes to auction.
