To be fair the key point is she was registered as homeless, so has to take the let. It wasn't like she viewed it and though: "Oh this looks lovely!" and is now complaining. She only managed to get the previous one over-turned because the HA hadn't followed procedures. She has witheld rent based on the state of the place, so they won't approve a transfer.
