Well firstly that's not how it works. You don't get much of an option in which housing association makes the first offer and as long as it is "suitable" (ie it's not 3rd floor but you're a wheelchair user) you have to take it .

Pushing for repairs when you work for a HA is just completely unethical. It could get you fired. Would you want the same people in charge of where you live as where you work? That's all your important eggs in one basket.
