I'll ask my g/f friend tomorrow. She was in home insurance for years.

My two cents is that if your property is newly built, or in this case converted, and the builders have redone the roof, they should have a guarantee on the system. If you can get a copy of that, or at least what manufacturer did the felt. You'll get an easier time of it.

Felt roofs aren't common on resi. It's all single ply shit these days, and asphalt if it's a 70s build.
