On the "why do we have cycle lanes on London Rd... I've seen cyclists using the road" points:

1. Glasgow was almost completely reconfigured as a city to suit motor traffic half a century ago. Massive spending at almost every level of government still continues on roadbuilding projects. All the while, it's extremely difficult and treacherous for anything less than hardened road-cyclists to navigate the city's street network as it is. The rebalancing that's going on now (with some roadspace being reallocated to create safe, segregated cycle paths, catering in part to the 54% of Glaswegians who don't have access to a car) is *not* the end of the world.

2. You're complaining that cycle lanes are sometimes empty, in a city which has *only just gotten round to installing them* within the last couple of years. They're also not very well connected (at the moment, though this is improving). Year on year things are getting better, and more people are taking up cycling as they see it's safer than before. But we're not yet at the saturation point where you can readily expect to see a queue of cyclists on every major cycleway. That's no argument at all for removing them though.
