Emergency vehicles can make use of the cycle way if it's wide enough. That's what happens in the Netherlands and lots of other countries. The armadillos are designed with this in mind (they're small enough that fire engines can go over them, but if they're destroyed in the process of an emergency response vehicle passing over them, it's worth the cost of a few replacements to allow passage).

Also on buses - it's become common practice in transport planning (not just in Scotland but across the world) to build bus stops so that the bus doesn't have to pull in. It saves the bus time having to leave then rejoin traffic, and reduces overall dwell times. Obviously there's a cost in terms of added inconvenience for other motor traffic, but the consensus generally is that the impact is minor, and public transport is given priority in modern transit planning anyway.
