On point 1. I get your point, and its fairly made...however just because 54% of people don't have access to a car, it would be silly to assume they have access to, or would use a bicycle.

2/3 I've maybe worded it a bit in haste, my point was that when I'm on that road (and others with cycle lanes) which is generally twice a day, around rush hour/commuting time, I very very rarely see people on them. I also don't just mean London road, I'm also talking about Hamilton Rd between Glasgow Zoo roundabout and Mount Vernon station, this has had printed cycle lanes for probably over a decade, then they installed a physical lane - this is practically a straight road, so I don't see any real reason to use the road, as there is no right turns heading east. then they also installed the rubber bollards on the west bound side, then less than a year later remove them to install a physically divide - this was mostly regarding my point about planning/spending.

I think if a road cyclist is using road space, when there is a useable cycle lane available then there is clearly something wrong with the system, as I mentioned in my OP, we are trying to cut emissions, this doesn't have to be done just by reducing car usage, but can also be reduced by having freer flowing traffic, a bike on a road holding up traffic goes against this.

Obviously my perspective is only from what I see, I can't comment on the Clydeway etc.
