It always seems to be the case. Instead of enforcing the existing laws more effectively, they introduce new 'rules'.
I've lived *near* Glasgow for nearly 11 years and I still can't get my head around the fact that it's legal to drink on the street in Edinburgh but not in Glasgow. That's crazy.
