Is the individual in a private or council apartment? And am I right in understanding that you are living in a council property?

In first instance you could speak to citizens advice who will be able to provide advice and support.

If you get nowhere with housing association or the police you could try contacting the council if either of you are in a council property. If it is a private landlord you could approach their landlord. Citizens advice may be willing to do this on your behalf.

Unfortunately it's usually a case of repeatedly calling 101 to see any action on something like this, but I know this can be tricky sometimes with the threatening or abusive behaviour. It is worth mentioning to the police when you call that this is the case.

Keep a record of everything, record audio/video if possible provided you won't be put at risk for doing so. It is always best to have as much evidence as possible.
