wife's a music producer- A major point in reducing noise pollution when working from a studio is to reduce the bass as much as possible, as thats the one you feel and goes through the walls more than the mids or highs. My wife can make music well into the night with no bother off the neighbours, as long as her bass is turned down. It isnt the best for mixing, but she can do that during the day. Noise pollution should be tolerated during the day, but after 10 pm and before 10am, it's your neighbour's responsibility to keep it down. Your neighbours will need to turn down the base (or volume at least) after 10pm and possibly move their sound system to a different room or wall.
