If anything the best think people can do IS NOT to get to know your neighbours. That brings with it a whole load of trouble iniself. Trust me after 41 years on this Earth and having to move house due to either shitty landlords or shitty neighbours it's best to stay well clear and socilise outwith your local area. ESPECIALLY if your on a council estate, which I am BTW
The council are happy to let you all do the work, it means they don't have to do it and they get a workforce for free and to treat like mugs the next time you all come calling to lobby them to do more.
