You're right to want to secure a future for your children, but what about others? The children of other parents that have just grown up, graduated and want to start a new life and maybe a family also want a home.

By all means, if you want to purchase a home for your children, do it. However, if it seems like the tax is there to discourage you from buying **another** home for your children (so that others can buy their first home), that's probably the case.

If you have the means to pay the 4% "penalty", buy it. If you don't, whining about it won't get the sympathy you're looking for.
