They'll only download the bodycam footage if there's an expectation it'll be required, i.e. if you've refused details. If they believe you've given real details and expect the fine to be paid they've no reason to download the footage so by the time anyone realises the fines not going to be paid and the details are duff any useful evidence is gone.
