Yes, you're right and I'm aware of the form of this process, it still makes Scotrail nationalised, so I don't think it is so relevant in this discussion. Maybe only as signal how easy it would be potentially to take back ownership of busses, perhaps similarly you wouldn't need any new special legislation in Glasgow?

Are you sure Transport Secretary said it is temporary?
