Couldn't say for sure, and this isn't any kind justification, but there's comparatively less space for pedal bikes compared to pedestrians and cars meaning, for at least some of most journeys, they inevitably occupy spaces that aren't the most suitable.
The fact that bikes (of any type) are expected to use the same bit of tarmac as a lorry seems crazy if I think about it, but it's generally accepted.
This is why, even though I hate riding a bike and would be dead set against a child of mine riding one on a city street or main road, as a driver and pedestrian, I *love* bike lanes.
Anything that segregates vehicles roughly by mass and speed makes it less stressful for everyone.
