Maybe claim he's dropping his weights to an irregular beat and could therefore be considered music, avant-garde percussion etc.?

But seriously, back on to the council mate. Also keep at trying a diplomatic approach, try to avoid escalating if you can. Another poster mentioned blaring music all day and yes that might work and he'll stop, or you could end up getting in to a feud with a psycho. We had a neighbour who literally set his flat on fire in a fit of drunken rage, it's no joke mate if he's a bit of a psycho.

I also know you get barbell drop pads, looking online they seem dear though (£120 +) but I am sure there must be a cheaper alternative. Anything to reduce the noise for you. Maybe include this as a suggestion?

Don't envy your position mate, just know it's better than being stuck in some hellhole hostel (been there myself) and that you'll manage no matter what.
