It is at least partially to be nasty though. The so called hostile environment is official UK policy. Many people think it is fucked up to have an official policy of governmental hostility toward people who have not necessarily broken any laws or to lock people up who have not necessarily done anything illegal but that is UK policy. Applying for asylum is not against the law, having that request denied is not against the law, appealing that decision is not against the law, but you can be locked up in what is essentially a prison for going through that process. That is pretty fucked up if you think about it. If they did a runner than they would have broken the law but to be locked up for something you might do but haven't done yet is pretty troubling.
