An outer ring makes very good sense for regional / long distance traffic. It's far from ideal that a journey from, say, Edinburgh to Kilmarnock, runs through Charing Cross.

However you still need decent road access through the city. A trip from Easterhouse to Govan would be a real chore if it involved driving down Alexandra Parade, through the city centre, and then along Paisley Rd West. Or you'd have to cut out to the ring road and drive around the city.

In a sense it's a pity that Glasgow built the most contentious parts of the motorway system first. Also road design and layout techniques have improved a lot in the last 50yrs. The M74 extension, as built, is much better and higher capacity than what was originally planned. Same goes for the M8 between Baillieston and Newhouse. There's parts of the "inner ring road" that would be completely different if they were to be designed and built today.
