That's fucking insane. The vast majority of leaks and subsequent damage is going to cost way less than £3,000 to fix.

The first thing I'd be doing is finding out why the fuck your Building insurance excess is £3,000, I cannot stress enough how utterly ludicrous that is.

Unless you can prove negligence, which quite frankly you won't be able to, the cost of repair falls on you.
