Might just be how you've worded this, so I've possibly got the wrong end of the stick with what you're saying (apologies if so).

But I don't think it's fair to say the city planning of the 1880s-1920s was 'poor' for not forseeing every family wanting at least one car each, and expecting they can just store it on the street.

For sure government is is ultimately to blame for taking us down the car-centric route. Of building entire new towns designed around cars and then just expecting existing, high density urban areas to adapt to that new status quo too (all while undermining and underfunding public transport provision).
