My friend put in an offer just above asking on a flat, was rejected within 5 minutes. Flat is nothing special and definitely a fixer-upper.

Like, seriously? It is one of the things that has pushed me towards leaving Glasgow, I don't think it is worth it to be putting in tens of thousands above the asking price on a bang average flat in an 'okay' area. Lots of people are moving to Edinburgh/Glasgow from other parts of the UK to work remotely which is raising up prices.
