I am speaking from experience here. You can check my previous posts.

Make a sound diary. It's easier to send a diary than explain it over the phone.

If the neighbour doesn't know you then make an anonymous letter.

If it doesn't stop contact the land lord stating you have done the above.

If that doesn't work and the noise is out of hours ie 11pm onwards call the police for now. (this is the last option, try above first)

If all the above don't work email your councillors. And send a diary of what's happening.

It's a travesty that the sound complaint service isn't running during the pandemic when you need them the most. Any qs fire away.

Glasgow City Council have a noise team but they aren't coming out when I called them over the last 18 months. Google your local noise team.
