Although the gut reaction might be to rage about people being too lazy to go, anecdotally it sounds like the issue is lots of younger people (under 40s) having their letters sent to the wrong address.

It's probably an issue to be expected as we move further down the age bands, with younger people typically being more mobile (in terms of permanent accomodation) than older age bands, and so not always having their personal details updated at GP surgery or NHS region level.

It seems like that's why there is a big push launched today to get 18-30s to manually register online - as a way of catching anyone who would otherwise slip through this net.
