You realise council's can't just redraw their boundaries, right, since all of Scotland is part of a council area? I'm sure that the various Lothian councils would be pretty irritated if Edinburgh tried to annex a large part of it, or conversely give away bits it didn't want. The present-day council boundaries were fixed in 1994.

Also, if you look at the *Guardian*'s map, it doesn't actually correspond to [the Edinburgh City Council boundaries](https://upload.wikimedia.org/wikipedia/commons/c/cc/Edinburgh_UK_location_map.svg) which include even more countryside/greenbelt land (I've been told that this is so that Edinburgh airport and the southern end of the bridges are all in Edinburgh's council area). The Guardian seems to have gone with either the actual built up area or the amount of land which is publically-accessible (i.e, not farms).
