Yes, but not the route that the existing M74 takes. The earlier plan was that the road would run further north of its current line, and cross the river again, with an interchange to the east of Glasgow cross.

The road continuing towards Lanarkshire would have run in an underpass along some of Glasgow Green.

The eastern flank of the ring road wouldn't have required demolition of the Royal, you can pretty much see where the slip roads converge at the south end of the townhead interchange. The plan was for an underpass similar to the one at Charing Cross, roughly where St Mungo's Museum stands now. Then the road would carry on down, running to the east of High St across the old goods yard.
