1. That's a common scam, you should only pay money on the date of entry to the property (it does occasionally happen that landlords charge deposits beforehand because the rental market is shocking, but it shouldn't happen.)

2. The university will be able to help either way, make sure you contact them for advice (it's part of your university fees, make sure you use it!).

Edit: to add to this, if you have viewed the property and signed a lease it is significantly less dodgy, however I would still be careful sending any money (and ensure the landlord gives you details of a deposit protection scheme the money is kept in - a legal requirement)
