I didn’t say they said it definitively. I asked what they were basing it other than their imagination.
There’s no reason so assume the events will raise the cases to a level 4 territory. We hear constantly that cases don’t spread outside and other events like this haven’t spread cases to warrant a level 4. So just not sure where that assumption comes from other than imagination.
