This seems to be part of it. Getting to obedience classes and socialising is key.

But the onus is also on the other dog owners. If they can't see their dog (never mind it being off-lead) then it is out of control. If another person even *thinks* that dog is a threat, it is a not a "dangerous and out of control" dog and can be reported as such.

The Dangerous Dogs Act may mean well, but it has some rather overbearing terms.
