But the onus is also on the other dog owners. If they can't see their dog (never mind it being off-lead) then it is out of control. If another person even *thinks* that dog is a threat, it is a not a "dangerous and out of control" dog and can be reported as such.
The Dangerous Dogs Act may mean well, but it has some rather overbearing terms. |
