It's not really been a problem before this either. Been listening into FMQ's today, and in 2019 out of 11,000 appeals, only 2 were downgraded. 2018 it was 7.

Yeah, it's going to incredibly suck to be one of those few students to get downgraded, but calling it a 'perverse gamble' is **a lot**. I'm willing to be convinced it'll be an issue in the *very* different situation that we've got now, in fairness.
