It was definitely kicking about but I think there were concerns around how broad it was and whether existing legislation should be tightened and enforced instead. I would prefer if it was more around the inconvenience to pedestrians, cyclists, buggies and wheelchairs and not just "fine anyone on the kerb".

A lot of the roads in Glasgow suburbs have wide pavements and narrow roads, if people don't park on the pavement the road is unusable, and parking on the pavement leaves plenty of room for people to get past so to enforce a broad rule would be difficult there.
