£1000 a year seems a bit steep, but maybe it includes some extras? We pay ~£40 per month (although cheaper right now as they gave us a credit due to no work during the first lockdown) and includes building insurance, weekly close cleaning and garden maintenance.

Other work, for example we needed a drain pipe replacement and guttering work last year, was split evenly between our 6 flats.

Our factor is Lowther (Your Place) and they always seem okay.

As others said, it’s not mandatory but a lot of closes will already have something established.
