As already stated it is basically the norm in tenements/flats and you're better to have them as they cover buildings insurance and (basic) maintenance. So in relation to your question about roof damage then the buildings insurance provided by the factor should cover it. Some factors are better than others, Hacking and Paterson have a particularly bad reputation as doing hee-haw and just taking your money.
