I often eat alone when away on business, and often see others doing the same. Never had any issue with it, and a lot of places will give you a quieter seat away in a corner so you're not surrounded by folk chatting away feeling like you're listening in.
Businesses tend to stop worrying about the number of covers when I basically order for 2 anyway.
